How was my payment amount calculated?

If you received bills directly from Recology for refuse collection services at any point between July 2017 and March 2021, your payment is calculated by adding three components:

  1. The amount Recology charged you during this period for your regularly-scheduled refuse collection services (and, for commercial customers, your unscheduled container collection services) for each month multiplied by the applicable payment percentage;
  2. 5% per annum simple interest on the amount by month obtained from (1) above, calculated on a monthly basis through March 2021; and
  3. 5% per annum simple interest on the amount obtained from (1) above, calculated on a daily basis from April 1, 2021 through to the date on which Recology issued a payment to you.

Depending on the type of account you hold, your payment percentage may vary. This is because when the Refuse Collection and Disposal Rate Board approved a rate increase for Rate Year 2018, different types of accounts and different service mixes were affected differently. The payment percentage is intended to address the difference between the rate increase approved by the Rate Board for your type of account and the corrected rate as announced by Recology on March 4, 2021.

Commercial Accounts


For all commercial accounts, the payment percentage applied reflects the overall expected impact on accountholders of the Rate Year 2018 rate increase above the corrected rate as announced by Recology on March 4, 2021. This percentage is calculated by considering the difference between the rate increase approved by the Rate Board beginning in Rate Year 2018 and the corrected rate as announced by Recology on March 4, 2021.



Apartment Buildings


For apartment building (six or more units) accounts, the payment percentage may vary depending on whether you changed any services (or were not a customer of Recology) at the time the Rate Year 2018 rate increase went into effect on July 1, 2017.

If you did not change any services at the time of the rate change, meaning that you were charged for a full month of service in June 2017 and for the same services in July 2017, your payment percentage is based on the change in the relevant subset of your Recology charges between June and July 2017. That payment percentage was determined by considering: (1) the difference between the rate increase approved by the Rate Board beginning in Rate Year 2018 and the corrected rate as announced by Recology on March 4, 2021; and (2) the difference in the charges for your normal recurring service (unit fees, trash, compost, recycling collection services, and your diversion discount, if applicable) from June 2017 to July 2017.

If you did change service at the time of the rate change, meaning that you had a different mix of services in July 2017 than in June 2017 (for instance, a different trash or recycling bin size) or if you were not a Recology customer at the time of the rate change, the payment percentage applied is the overall expected impact on accountholders of the Rate Year 2018 rate increase above the corrected rate as announced by Recology on March 4, 2021. This percentage is calculated by considering the difference between the rate increase approved by the Rate Board beginning in Rate Year 2018 and the corrected rate as announced by Recology on March 4, 2021.



Residential Units or Small Buildings


Accounts for service of a residential unit or a building of five or fewer units typically receive a bill from Recology every three months. If you have an account for service of a residential building or unit but receive bills from Recology on a monthly basis, refer to the methodology for apartment buildings here.

For a residential unit or a building of five or fewer units, the payment percentage may vary depending on whether you changed any services (or were not a customer of Recology) around the time the Rate Year 2018 rate increase went into effect on July 1, 2017.

If you did not change any services at the time of the rate change, meaning that you were charged for a full month of service in either June or July 2017 (see below) and for the same services in either August, September, or October 2017 (see below), your payment percentage is based on the change in the relevant subset of your Recology charges between the two months applicable to your billing cycle. That payment percentage was determined by considering: (1) the difference between the rate increase approved by the Rate Board beginning in Rate Year 2018 and the corrected rate as announced by Recology on March 4, 2021; and (2) the difference in the charges for your normal recurring service (unit fees, trash, compost, recycling collection services) in a specific month under Rate Year 2017—June or July 2017, as applicable —with these same charges in a specific month under Rate Year 2018—August, September, or October 2017, as applicable:

  • If you were billed by Recology in April 2017, your charges for June 2017 from this bill are “Month A,” and your charges for August 2017 from your July 2017 bill are “Month B.”
  • If you were billed by Recology in May 2017, your charges for June 2017 from this bill are “Month A,” and your charges for September 2017 from your August 2017 bill are “Month B.”
  • If you were billed by Recology in June 2017, your charges for July 2017 from this bill are “Month A,” and your charges for October 2017 from your September 2017 bill are “Month B.”
